Rutherford County has a Youth Services librarian position available: Position reports to the Library Director.  This individual must have experience working with young children. The ideal candidate must have the ability to plan, schedule, promote, conduct and evaluate programs for children and teens. This individual must also be adaptable to change and recognize the importance of offering a personalized experience to all library patrons. We are a small library system with three branches and only one full-time traveling children’s librarian.  Punctuality, a willingness to learn and a pleasant, positive, and enthusiastic attitude are essential traits for success in this position. Familiarity in working with technology is a plus. Performs other duties as assigned.  Occasional evenings and Saturdays required.  Annual salary $30,941 with benefits. Minimum requirements: 4 year college degree preferred or combination of education and previous library or public service experience. Rutherford County has a full time Present Use Value Specialist position available.  Position reports to the Revenue Director.  This position performs technical and clerical duties to assist taxpayers with acceptance to and continuance in the Present Use Value Tax deferment program.  Person holding position reviews all Present Use Value applications and supporting documents for qualifying ownership and acreage; sends written notification concerning continuation of enrollment when property is split or ownership changes.  Responds to taxpayer inquiries concerning the Present Use Value Assessment Program.  Determines loss of eligibility and notifies land owners.  Uses specialized GIS mapping program to determine areas of open and wooded land; determines soil types and value per acre relative to how the land is being used and other duties as assigned.  Audits the statutory number of parcels each year for compliance with rules and regulations.  Assists in the scheduling of and preparation for appeals to the Board of Equalization and Review.  Position must have or be able to acquire knowledge regarding procedures used to determine valuations of property, state laws pertaining to property appraisal, and techniques used in determining fair market value.  Knowledge of the geography of Rutherford County is a must.  Graduation from high school and sufficient post high school education or experience to understand basic principles relevant to the major duties of position.  Certification as a tax appraiser by the Property Tax Division of the North Carolina Department of Revenue and the North Carolina Association of Assessing Officers required within two years of employment.  Salary range $32,510 DOE plus benefits.  Must possess a valid North Carolina driver’s license.  Apply at Rutherford County Administrative Building, 289 N. Rutherford County has a full time Appraiser II position available.  Position reports to the Revenue Director.  This position is responsible for appraising residential, commercial, specialized, and land values for tax assessment purposes according to state property tax law and policy.  Studies building plans and information pertaining to sales, prepares field cards, appraises lots in a subdivision or land split, determines market value, uses a variety of Tax Office records to obtain data concerning location, owner and dimensions of property, reviews appraisals and determines whether or not assessment should be modified, defends values, resolves new construction and land complaints, assists taxpayers in correcting records of real property listings and other duties as assigned.  Assists in the scheduling and preparation of appeals, and makes recommendations to the Board of Equalization and Review.  Position must have or be able to acquire knowledge regarding procedures used to determine valuations of property, state laws pertaining to property appraisal, and techniques used in determining fair market value.  Knowledge of the geography of Rutherford County is a must.  Graduation from high school and sufficient post high school education or experience to understand basic principles relevant to the major duties of position.  Certification as a tax appraiser by the Property Tax Division of the North Carolina Department of Revenue and the North Carolina Association of Assessing Officers required within two years of employment.  Salary range $34,170 DOE plus benefits.  Must possess a valid North Carolina driver’s license.  Apply at Rutherford County Administrative Building, 289 N. Rutherford County Solid Waste Department has a Mechanic position available.  This position is responsible for repairing and maintaining a variety of vehicles and equipment.  At the Direction of the Solid Waste Shop Supervisor, conducts scheduled preventive maintenance functions, tune ups, checking lights, tires, brake linings, wiper blades, horns, suspension, diagnoses, repairs, and overhauls brakes, ignition and fuel systems, transmissions, hydraulic systems, and differentials. Operates equipment such as lift jacks and air guns.  Performs safety inspections.  Prepares daily work reports and inventory control and other duties as assigned.  Minimum Qualifications:  Knowledge and level of competency commonly associated with completion of specialized training in the field, sufficient experience to understand the basic principles relevant to the major duties of the position, usually associated with completion of an apprenticeship or one to two years experience. The Rutherford County Tourism Development Authority (TDA) has a Marketing and Communications Manager position available. This position reports directly to the TDA Executive Director. Duties include, but are not limited to: media relations efforts to promote and market Rutherford County locally, regionally, nationally and internationally.  Duties will also include the oversight and implementation of the tourism marketing plan which includes a strong website and social media presence. Chosen candidate will represent the TDA in a positive light through media tours, stakeholder site visits, and contact calls. Position Available-Rutherford County has a Maintenance Worker position available.  Performs grounds maintenance duties, including mowing, weeding, trimming shrubs and hedges, and mulching flower beds.  Operates lawn mowers, tractor with bush hog, skid-steer, equipment, chainsaw, weed eater, etc.    Applies pesticides, cleans gutters and down spouts, removes litter, empties trash receptacles and assists with removal of storm debris, snow and ice.  Position reports to the Operations manager of Public Works.  Work also includes building maintenance such as assisting repairs of HVAC systems, plumbing and electrical systems as well as carpentry, painting, and roofing.  Work is done mostly outdoors with possible exposure to chemicals, fumes, odors, dusts, mists, gases, and oils.  Also work in close quarters and heights.   Minimum req. - High school graduate supplemented by course work in trade skills and related experience or equivalent combination of education and experience.  Hours:  Mon.-Thurs.  7:00 to 4:00, Fri.-7:00-12:00. RUTHERFORD COUNTY is seeking applicants for the position of EMS Training Officer to perform administrative and supervisory work coordinating and conducting training programs for personnel in the EMS Department and maintaining personnel files and records indicative of training received.  Job functions include assisting in administrative functions; monitoring activity reports to ensure compliance; supervising activities of Field Training Officers; and overseeing, installing, and maintaining ePCR software updates and compliance.

Minimum Training and Experience:  High School graduate, EMT-Paramedic, and 3 to 5 years of experience in EMS work, or any equivalent combination of training and experience which provides the required skills, knowledge and abilities.

RUTHERFORD COUNTY is seeking applicants for the position of  EMS Lead Paramedic to mentor and coach employees and provide advanced medical skills in the field. Job functions include responding to dispatched 911 calls, being the lead crew member on an ambulance, providing ventilator transports, demonstrating leadership on shift and accountability for all county property while on duty, assisting in the development of confidence in their partner's assessment technique and their partner's mastery in their credentialed skill set, and other duties as assigned. This position reports to the Shift Supervisor and work is conducted on a 24/48 hour shift schedule. This position reports to the Shift Supervisor and work is conducted on a 24/48 hour shift schedule. Salary is $45,025.

This position assists and supports the Director, including creating technical and statistical reports; account receivable functions including deposits and receipting; data entry of patient insurance information; quality assurance review of chart documentation; providing administrative support to the EMS management staff, when needed; answering telephones and email, and composing correspondence.  Must have extensive knowledge of Microsoft Word, Outlook, Excel, grammar, punctuation, syntax, and spelling with the ability to compose effectively in varies media.  Must be able to express ideas orally and in writing, including composing accurate reports and correspondence.  This position must be proficient in various software including word processing, spread sheets, and file maintenance programs to enter, store, and/or retrieve and format information as requested or otherwise necessary.  Position will update website content. Rutherford County has an EMS Financial Coordinator position available.  This position is responsible for managing all accounts receivables from current and previous billing companies, collection agencies and North Carolina debt set off. Position oversees and ensures compliance of all activities of the contracted billing agency.  Maintains financial reports, manages all records requests, reconciles accounts, maintains records and files.  Position oversees all cash payments and daily deposits per standard operating procedure, and monitors cash flow by projecting inflows and outflows of monies each month. Position requires analytical thinking and deductive reasoning to develop reports and benchmarks.  Applicant must have knowledge of Generally Accepted Accounting Principles (GAAP) and auditing principles and practices, extensive knowledge of Microsoft Excel and other standard computer software programs.  Position reports to the EMS/Transit Director.  Hours Mon thru Fri 8:30-5:00.  Min req. POSITION AVAILABLE –Part time van driver for Rutherford County Transit Department.  Position requires ability to drive a fifteen (15) passenger van.  Must assist elderly and/or handicapped adults to board and leave the vehicle, must be able to load, position, secure and unload persons in wheelchairs on lift equipped vehicle (This requires ability to pull, push, bend over, stoop and get down on hands and knees). Must be able to operate 2-way radio to maintain radio contact. Requires frequent contact with the public, courtesy, and tact. Requires knowledge of county and regional geography.  Reports to the Operations Manager. EMT-Paramedic Full Time Position

Rutherford County Emergency Medical Services is currently accepting applications for EMT-Paramedic full time positions. Rutherford County, located in Western North Carolina consists of 564 square miles and an annual population of 64,000.  Annual call volume averages 13,000 per year including the convalescent division.   RCEMS operates (5) EMT-P level 911 trucks from (4) bases in the County and (4) EMT-P level convalescent trucks from (1) base. The 911 trucks work a 24/48 schedule and the convalescent trucks work a sliding schedule based on need of trucks.  Salary Range is $40,000-$45,000 include overtime.

 All applicants must possess a high school diploma or equivalent; hold a valid driver’s license and current EMT-P credential with NCOEMS in good standing.  Individuals not holding credentials from another state and/or National Registry must meet requirement of legal recognition by the NC Office of EMS.   ALS candidates must possess BLS, ACLS, PALS/PEPP & PHTLS/ITLS/ATT.  All candidates must possess or obtain NIMS/ICS 100, 200, 700, 800 prior to employment.  Candidates are required to submit to pre-employment drug screening, motor vehicle record check and background checks.

Rutherford County has a Director of 911 position available. This position plans, organizes, and supervises the telecommunication operations of the Sheriff’s Office. Position reports to the Captain.  Duties include hiring, training, coaching of personnel who handle communications and dispatching calls for law enforcement, multiple rescue, and fire services.  Position responsible to develop and implement a complex budget, coordinates upgrades with telephone companies and vendors, establishes and promotes community awareness programs, establishes and implements departmental policies and procedures, tracks statistical information and evaluates service delivery. Minimum requirements: Knowledge of the principles and practices of emergency and non-emergency communications and administration.

Knowledge of applicable federal, state, and local laws, county ordinances, and department policies and procedures. Ability to meet current requirements set forth by the North Carolina Training and Standards Commission. Knowledge of county geography. Knowledge of regulations and procedures of state and national crime information centers. Knowledge of FCC-approved emergency codes and signals. Knowledge of computers and communications equipment.

Position is supervised by the Communications Director. Work involves operating a computerized work station while answering emergency and non-emergency calls. Work requires ability to multi-task, ability to func-tion in high stress situations while remaining calm, having patience with callers who are under stress, frightened or angry. Position involves dis-patching of Law Enforcement, Medical Personnel and Firefighters. Tele-communicators work in a confined area under constant exposure to radio traffic, ringing telephones, and conversations occurring simultaneously.
Minimum requirements: must be 21 years of age, High School Diploma, proficient in computer keyboarding, must be able to pass an onsite aptitude test. Applicant must have experience as a Telecommunicator.
Potential applicant must also pass drug test and background check. Usual work schedule is twelve hours. Hours may be scheduled for days, eve-nings, weekends, or holidays. Salary range 29,000 - 31,350 includes overtime and benefits.
