How Do I Get A Building Permit?
If you have a general contractor, he must get the permit. If the contractor is the homeowner, then he or she must get the permit.
Before getting your building permit, you will need:
Zoning Permit (if applicable)
Current septic tank layout or "perk test"
Well Layout (if you are drilling a well)
Pre-permit authorization form from Tax Office

1. ZONING PERMIT (IF APPLICABLE)
Is your property located in the Town of Chimney Rock, Lake Lure, Rutherfordton, or Spindale? If so, you will need to get a zoning permit from the appropriate official as follows.

2. SEPTIC TANK LAYOUT and WELL LAYOUT (if you will be drilling a well)
You will also need to go to the Rutherford County Health Department and get a septic tank layout for your house, mobile home, or business. If you are adding a bedroom to your existing home, you will also need to obtain a new layout. A pre-permit authorization form may be obtained at no charge from the Addressing Department of the Tax Office. This is located in the bottom floor of the Rutherford County Courthouse at 229 North Main Street. You may also reach them at (828) 287-6320 or visit their website at the following link:

You will need a full set of building plans if you are building a house or an addition to a house. This includes modular homes, but not mobile homes. We will need these plans before the first inspection can be done. You will need a sketch or picture of the building if it is a storage building, carport, etc.
When you have all these items, you are ready for your building permit. Bring these to our office when you come in. You should also know your contractors. For help with this, see the page entitled, "Doing The Work."

What If I Have an Unfinished Shell?
A few of our contractors build shells to be finished as the homeowner desires. However, this "shell" permit MUST be finished before a homeowner can take over. This requires a final inspection from this department. Please discuss this with the owner of the shell BEFORE you purchase it and BEFORE you try to take over construction of the shell. Be sure to call our office to check on the status of your shell inspections.

Your plans will be reviewed by a Building Inspector and also by the County Planner. The County Planner will check for watersheds, school zones, and flood plains. After his review, you may need to get an additional permit. He will contact you if the need arises.
