OBJECTIVE: To recommend and in some cases actualize solid waste solutions for the citizens of Rutherford County. “Solid waste” includes recyclable materials.
PURPOSE: The Panel shall determine objectives in enhancing solid waste and prepare
plans to achieve those objectives.
It shall develop policies, procedures, and means for carrying out plans in a coordinated
and effective manner;
It shall coordinate the activities of those individuals, agencies, and organizations whose
plans and programs bear upon the promotion of the program; and
It shall make these recommendations to the County Manager.
1. MEMBERSHIP
A. Members shall serve without compensation.
B. Potential members will apply for membership using the standard form. Membership is subject to confirmation by the County Commissioners, and will continue for as long as the individual wishes and at the discretion of the membership &/or the Commissioners.C.
There are 2 categories of membership:
(1) active = attend meetings and participate regularly
(2) friends = wishing to be kept informed and available for volunteer activities,
but unable to attend our regular meetings.
2. OFFICERS: Election of officers shall occur at the January or February meeting to
serve one year or until successors are duly elected. The officers shall be: Chair/Treasurer, Vice-Chair/Membership, and Secretary.
3. MEETINGS: Regular meetings shall be held monthly on the first Friday. Special
meetings may be called as needed. An agenda shall be prepared for every meeting
by the Chair. Any item added to the agenda shall be at the discretion of the
chair or a majority of the members present.
4. COMMITTEES: SWEEP may establish committees as it may deem necessary.
5. AMENDMENTS: These bylaws may be amended at any regular meeting by a quorum.
6. QUORUM: A majority of the Panel members present at a scheduled meeting shall constitute a quorum.
