Obtaining My Permit for a New House
If you have a general contractor, he must get the permit. If the contractor is the homeowner, then he or she must get the permit. You will need the following items before a permit can be issued:
- Zoning Permit (if applicable)
- Improvement Permit (septic and/or well layout
- Building Plans or spec sheet
- Lien Agent Information or Exemption
- Building Permit Info
1. ZONING PERMIT (IF APPLICABLE)
Is your property located in the Town of Chimney Rock, Lake Lure, Rutherfordton, or Spindale? If so, you will need to get a zoning permit from the appropriate official as follows.

2. SEPTIC TANK LAYOUT and WELL LAYOUT (if you will be drilling a well)
You will need to go to the Foothills Health Department and get an Improvement Permit (septic layout) for your house, mobile home, or business. If you are adding a bedroom to your existing home, you will also need to obtain an updated layout--even though you may have an existing tank/system. 3. BUILDING PLANS
You will need a building plans if you are building a house or an addition to a house. This includes modular homes, but not mobile homes. We will need these plans before the first inspection can be done. These should include, at least, a floor plan with room dimensions and door/windows. You can include a Cross Section Plan if this information is not included on your plans.
4. LIEN AGENT INFORMATION OR EXEMPTION
BEGINNING APRIL 1, 2013
The State of NC now requires an "Appointment of Lien Agent" for your residential project which costs $30,000 or more and which is not a renovation on the homeowner's EXISTING residence. Visit the http://www.liensnc.com website and print off the form generated at the end of the process. We need the ID number which is unique to each project. This form should be posted on site for the duration of the project.
5. RESIDENTIAL/MOBILE HOME/DEMO/MISCELLANEOUS BUILDING--Please see "Forms" page for permit application. You can email all your documents and then pay with cash/check or credit card (3% bank fee added).
What If I Have an Unfinished Shell?
We do not issue "shell" permits; however, if you have a shell or have bought a shell that needs to be finished, we can permit that as a "Finish interior" permit.

Once you have an assigned building inspector, it is best to talk with him as he will know you, your site, and your project, and can best answer your questions or concerns.
