Rutherford County 2023 Reappraisal
The 2023 Reappraisal for Rutherford County will determine the current Market Value of all properties in Rutherford County with an effective date of January 1, 2023. The North Carolina General Statute, §105-286, states that all counties must reappraise all real property once every eight years. Rutherford County has elected to advance the reappraisal cycle to once every four years. North Carolina requires that all counties appraise Real Property at 100% Market Value based on Qualified Sales leading up to the Reappraisal Date.
Rutherford County will Reappraise all Real Property using Mass Appraisal which reviews common data, standardization, and statistical reports of qualified sales to determine 100% Market Value as of January 1, 2023.
The 2023 Reappraisal is conducted by the appraisal staff of Rutherford County. All of Rutherford County appraisers and appraisal management are Certified Real Property Appraiser by the NC Department of Revenue.
The Rutherford County Revenue Department will conclude the 2023 Reappraisal in January of 2023. Rutherford County Property Owners will receive the 2023 Reappraisal Value Notice in February of 2023 along with a 2023 Appeal Form.
Rutherford County appraisers will review each appeal. If a valid reason has been provided, along with supporting documentation, a notice will be mailed to the property owner with the review decision of Decrease, Increase, or No Change in value.

Rutherford County has Property Tax Relief Programs available. The Elderly or Disabled Exclusion, the Disabled Veteran Exclusion, and the Circuit Breaker Tax Deferment Program.
The deadline for Property Tax Relief applications is June 30, 2023. The applications can be filed beginning January 1, 2023 until June 30, 2023.
